The Penrith Panthers entertainment, leisure, lifestyle and sporting precinct will be a great endorsement for the region, Mayor Mark Davies says.

Billionaire gaming mogul James Packer announced plans last Thursday to build a $10 million Crown training facility in Penrith that will create 1250 jobs.

Cr Davies said having Mr Packer invest in the area showed the region's potential.

"It is fantastic to see the likes of James Packer invest $10 million here in Penrith," he said.

Panthers Group chief executive Warren Wilson said the precinct was fabulous for everyone in the west, Crown, Panthers and schoolchildren.

"The reason Panthers were given a licence was for rugby league and the community," Mr Wilson said.

"That may have drifted off a bit, but in the past year and a half that I have been involved it has been crystal clear that the community is very important to our organisation."

The deal between Crown and the Panthers confirmed a state-of-the-art centre would be built within the club's proposed NRL academy and community centre.

The college will feature a school of business, a hotel and food academy built around a large replica restaurant and gaming facility.

The complex, the Western Sydney Community and Sports Centre, will be situated directly behind the Chifley Hotel at Panthers.

It will give opportunities for:

Active youth programs to fighting childhood obesity and juvenile diabetes
